经济全球化是世界经济发展的重要趋势，中国加入世界贸易组织是中国进一步适应经济全球化趋势，加快经济发展的重要战略决策。但目前我国正在处于经济体制的转型期，我国将面临着更多的挑战，因此我国政府面临财政风险的可能性比其他国家都要严峻，完善防范和化解财政风险的措施,实现财政可持续发展是深化财政改革的重点之一。从当前实际情况看，中国总体上不存在财政危机，但地方财政风险程度比较高，风险的显性化逐步增强，对社会经济和各项事业发展的负面影响力也比较大，已经到了需要重点防范和化解的关键时期。因此我们应当从各个角度，各个层面出发，认真研究和解决当前地方经济运行中存在的问题，我们的经济建设必将取得更大的成绩。
The economic globalization is the mainstream of the process in world economy. It is a clear tendency to meet the mainstream for Chinese participation in WTO, as well as her determined strategic policy to accelerate the progress in her economic area. However, China is just in the period of economic system transformation, so the financial risks faced by the Chinese government may much higher than those in the other states. For realizing a deeper financial reformation, we should put emphasis on some of key points, i.e., perfecting pre-alarming system, taking anti-financial risk measures and realizing a financially sustainable development. According to the present situation, generally speaking, there is no financial crisis in China now. However, the extent to local financial risk is still high, and this tendency is accelerating now. This will bring considerable negative effects to the social economy as well as to the all-round development in every social construction. It is high time that we should take measures to prevent and dispel this problem. In the view of this, we should, with a broad vision, carefully investigate and solve the problems in the present local economic system, and then we will accomplish greater achievements in our economic construction.
