1.     It makes them come to terms with their fears.   What does it mean? Is the red part a phrase?

2.     Except in very serious cases like murders and terrorist attack where failure to produce results reflect on the standing of the police.  Does the red part mean“they usually fail to produce results”?

3.     First,as a police they alaways have to behave with absolute legality, secondly,as expensive public servants they have to get results. What does the red part mean?

4.     Does the “toliet”mean “bathroom”sometimes?

1. come to terms with
yes, it is an idiomatic expression. It means accept, become resigned to sth. e.g. come to terms with a difficult situation
 
2. I think it means if the police didn't do a good job in arresting murderers or preventing terrorist attacks, people would know that the police is incompetent, and that can ruin their established reputation 'To Protect, To Serve'.
 
3. Tthey are paid to protect and serve (people pay their taxes to their country), so they should get some good results to return the favor.
 
4. Yes, toilet sometimes can mean bathroom. Usually a bathroom is a room equipped with facilities for taking a bath or shower and usually also containing a sink and toilet. In many movies you may notice that people call that kind of room in their house BATHROOM, the one in public places RESTROOM. Toilet is a general use, and we have many other ways to refer to toilets, e.g. john

Thank you for your careful answer,but regards to the third one, I still have some doubts:The sentence use “first”and  “second”,after the two points, the sentence says:“They can hardly ever do both.” It means that the two points are contradict, so what`s the contradiction between the two points ?  By the way ,do you mind pointing out the mistakes in my English expressions?

The first point means that as a law enforcer, the police should behave as they are, adhere to the law, redress whatever is against the law, the second point means that as the beneficiary of  the tax paid by people, they should do their best, they should get some good results to return the favor. And the next sentence They can hardly ever do both . It means the police fail to do what they should do both as  a law enforcer and a grateful beneficiary.
